Toro Snowblower Surging

Toro Snowblower Surging - I just purchased a new toro 621e snowblower with the 163cc ohv tecumseh engine. It started on the first pull and ran right up to full speed (no throttle control) but starts surging. When a snow blower is surging, it is usually due to a clogged carburetor jet. Other possible causes are broken carburetor springs, a worn out gasket or a dirty air filter. Surging is a common symptom when gas degrades while sitting in the carburetor, and starts to plug it up. Surging is always caused by a weak air:fuel ratio. This can be due to a lack of fuel ( blockage ) or excess air ( leak at manifold ). Actually cleaning / replacing the air filter usually. Turn the adjustment screw clockwise, if this starts to shut down the engine, turn it ccw till the surging stops. I also poured in 2 oz of stabil fuel stabilizer should there be any. Many times the throttle linkage is bent over time or while replacing or cleaning the carburetor and can be a pain to try and figure out. You can bend it back pretty easily with a pair of needle. Starts on first or second pull (who need electric start) and has plenty of power, but it did have a bad surge. Typically this type of surge is caused by a clogged primary jet.
